Luton Street and Fisherton Street is the first stage in Westminster City Council’s long-term, transformative regeneration of the Church Street neighbourhood, near Edgware Road.

The scheme is the first to be delivered by Westminster Builds – Westminster City Council’s self-development arm – in equal partnership with Linkcity, placemaking specialist and a division of Bouygues. It is exceptional for the partners’ commitment to sustainable, community-led placemaking. The partners are delivering 171 new mixed-tenure homes – one, two and three-bedroom apartments and three family-sized affordable houses - together with a sports hall and community space for local people. They are significantly improving the public realm with the start of a ‘green spine’ – a landscaped pedestrian route connecting Church Street with Marylebone. The project will be complete in summer 2022. This development is of huge strategic importance to Westminster City Council and crucial to its ‘City for All’ strategy, enabling people of all needs and aspirations to live in the city. Income generated by the sale of homes at Luton Street will kick-start the transformational regeneration of an entire neighbourhood by supporting the delivery of further new and refurbished homes, amenities and public space across ten development sites in and around Church Street over the next 15-20 years. The visionary planning of this partnership between council and private developer is delivering a ‘best of both’ project: a high-quality scheme that can compete in the international property market while prioritising and promoting community benefits and mixed-tenure living.
