Ebury Bridge is a flagship estate regeneration project near Victoria in London, shaped from the outset through close collaboration with residents. In partnership with the community, Westminster City Council is delivering 781 sustainable, high-quality homes spanning approximately 53,199 sqm of internal floorspace, with an estimated total value of £111 million. Fifty-three per cent of homes are designated affordable, including 239 new council homes. The scheme sets a new benchmark for inclusive, mixed-tenure regeneration in Zone 1.Community engagement began in 2017 with a four-month listening phase to understand residents’ priorities, leading to the formation of the Ebury Bridge Community Futures Group (CFG) - 11 residents working alongside a dedicated on-site team. Early pledges included a right to return, full replacement of council homes, 35% affordable housing, enhanced local amenities, and measures to address overcrowding. Extensive consultation followed, with over 5,000 communications issued and monthly newsletters reaching 2,000 residents. More than 80% of households engaged in shaping the proposals. Residents influenced key aspects - design, procurement, and social value priorities, supported by tools such as virtual flat walk-throughs. Community input led to major design changes, including reduced building heights and improved layouts. In 2022, the Council’s ‘Fairer Westminster’ strategy raised the affordable housing target to over 50%, addressing demand from more than 4,000 households on the waiting list. In 2023, 91% of eligible residents voted in favour of the final plans. Phase one, delivered 226 new homes, the largest council housing delivery in South Westminster in 50 years.
